Removal of Photo From Maryland’s Commercial and Non Commercial Class A, B and M (Motorcycle) Learner’s Permits

Maryland’s Commercial (Class A, B & C) Learner’s Permits and Non- Commercial (A, B & M) Learner’s Permits will no longer contain the driver’s photo. These permits will ONLY BE VALID WITH AN ACCOMPANIED BASE LICENSE.

The removal of the photo from these permits will start on Monday, February 1, 2016. This change will not affect permits issued prior to this date. The Maryland Motor Vehicle Administration (MVA) is participating in a pilot project with several other states that requires the issuance of only one photo identification card per person.
